Two -Edged Technology

As pointed out in the Guidelines for Concepting technology is often "two-edged". Can we turn this to advantage by encouraging governments involved in detention to invest and then rely upon technology that can be used for the 'greater good'.

GPS is a great universal technology that provides a service relied upon in many parts of the world. Celestial positioning has been posited for smart phone applications. In addition to both of these there also exists at least one form of terrestrial positioning. If governments were to adopt and rely upon terrestrial positioning technology that would then provide another avenue for assisting individuals and groups supporting detainees and those at risk.

What kind of resources are needed to get this idea off the ground and/or support it over time?

Lobbying governments and regimes to adopt this and possible other "two-edged" technologies to the advantage of general citizenry.

There's something I cannot figure out. If a country wants to lock up some suspects, why would they want to invest funds to help create something that would otherwise free the suspects?

I think a better approach would be to get charitable organizations to fund the app. The creation would be straightforward but updating the stats would be the main killer.
