Social Network Alarm

Every person connect via mobile phone to a number of peers - family members, friends, colleagues. Connection is then monitored every hour by sending a coded ping to all the mobiles in the network. When the mobile is switched off, all the peer mobiles are informed the time and the location. If the persons mobile phone does not come online again within few hours, the alarm notifies the peers about it. Could be useful, not only to detect people that are being detained, but anyone who disappears from his or her network.

Every mobile phone should be connected by it's user to several members of his or her social network. An app should be sufficient to make the mobile phone part of a connected web of ping signals. This ping signal from the phone of each user communicates ID, time and place to the network. When the phone does not come back online within few hours or days, the alarm notifies the network members and they become aware of the missing member. Could be useful to detect any disappearance, not only due to detention.     

What kind of resources are needed to get this idea off the ground and/or support it over time?

App for common platforms. Co-operation from mobile phone producers and network equipment providers. Small packages of data, no extra capacity is needed.

How could this idea also be adapted to work in low-tech situations?
