My concept is to work on prevention as an alert service for world travelers. Based on a global database of unlawful detention cases, a provider would offer an alert system for people traveling in those areas. There would be a smart phone app that taps into the location database and provides travelers with an on screen warning whenever they travel into a medium or high risk area. Given the knowledge we have on specific risks, the warning could include specific measures for prevention. The service could be started as a not for profit venture, used on a for pay basis by travel companies, and the money earned could go toward the assistance of people being detained unlawfully.
What kind of resources are needed to get this idea off the ground and/or support it over time?
In order to produce this service we would need programmers for the app front end and the back end database application. We would need information from organizations who track unlawful detentions, and we would need partnerships with online travel companies to offer the service to their clientele, based on trip planning.

How could this idea also be adapted to work in low-tech situations?
In low tech situations, we may need to create a satellite version. It would be very expensive, but it could be done.
