Platform for detentees detection

Let's create a type of Facebook application with an integrated search engine. First relatives create a detailed profile of the detainee that is then searchable for anyone interested to help. New information (on whereabouts, contacts etc.) can be added at any time, people can exchange and team up to provide help.

I have seen a smart concept in Germany that is about finding missing people.
The project "Deutschland findet euch" has created a Facebook application, that allows you to look for people as well as provide information if you have seen or heard something.
So regarding the detained, the family members should have a simple way to create their profile with everything they know (name, age, foto, last known location etc.), which is then searchable via all these criteria (face search, map search etc.). That way the detained get maximum awareness, while information to locate or explain reasons are gathered in one spot. At the same time there should be ways for the broader community to gather up to help.

What kind of resources are needed to get this idea off the ground and/or support it over time?

How could this idea also be adapted to work in low-tech situations?

Ideally, there is an analog form of input that will be transformed into digital data by voluteers. Let's say anyone involved can give input via that 24h emergency hotline or via letter to the closest Amnesty office.
