Peace Podium: Building a multi-stakeholders Platform for Improved Peace and Development in Cross Rivers State.

We will establish a multi stakeholders platform to mitigate conflicts, initiate and facilitate peace processes in Cross Rivers State.

What problem does the idea help to solve and how does your solution work? (2,000 characters maximum)

Cross River State is situated in the Niger Delta Region of Nigeria, and occupies 20,156 square kilometers. It borders Benue State to the North, Ebonyi and Abia States to the West, Republic of Cameroon to the East and Akwa-Ibom and the Atlantic Ocean to the south. However, communities that border with Ebonyi state continue to experience inter-communal conflicts and violence which has protracted. Essentially, the renewed clash between residents of Ukelle in Yala LGA of Cross River State and their neighbor Igbe Agu, Izzi LGA of Ebonyi State resulted in the death of 40 persons, 1,500 houses razed by fire and 11,000 displaced persons, vanguard July 12, 2018. Others include the Izzi community in Ebonyi state and their neighbor from Osopong 1 and 2 in Obubra LGA, both communities have reportedly been engaged in violent clashes which have forced many to flee their homes. Equally, the former inhabitants of the Bakassi Peninsula continue to wallow in homelessness and poverty due to the Nigerian government ceding their ancestral land of Bakassi Peninsula to Cameroon in the year 2008 in compliance with the World Court ruling of October 10, 2002. Significantly, unresolved land disputes, poor information sharing and gathering, poor collaboration on the parts of security personnel, inadequate and late responses has further deepened insecurity and conflicts situations in the state and this has further reinforced violent clashes among border communities. In view of the above, Global Peace Development will establish and facilitate the Cross Rivers State Conflict Management Alliance (CRSCMA) Platform with a multi sectoral stakeholders. The CRSCMA platform will provide an avenue for a concerted deliberation on issues that will contribute to the peace and progress of the state, while mitigating conflict related issues. Equally, the platform will engage in activities such as mediations, media dialogues and sensitization, push for policy advocacy, amendments and implementations.

Geography of focus (500 characters)

The region for the implementation of this project is is Africa, country is Nigeria and the state is Cross River State. The idea is to foster peaceful relations in the troubled state for improved development. The pilot communities include restoring peace between; Ukelle in Yala LGA of Cross River State and their neighbor Igbe Agu, Izzi LGA of Ebonyi, and Osopong 1 and 2 in Obubra and their neighbor the Izzi community in Ebonyi state.

Building Bridges: What bridge does your idea build between people on the move and neighbors towards a shared future of stability and promise? (500 characters)

The idea hopes to bridge the gap created by ethnicity and prejudice that has continued to brew violent conflict and crisis which has led to mass displacement of thousands of persons from their ancestral homes, loss of lives and destruction of properties. The project will provide an avenue for stakeholders to deliberate exhaustively to ensure long lasting and peaceful resolution to the land ownership disputes that has fueled the conflict.

What human need is your idea solving for? (1,000 characters)

Global Peace Development (GPD) envisions a country where peace and development is enjoyed by all. Essentially, at the base of every human endeavor for meaningful and lasting progress is the foundation of peace. Thus, the essence of community peace for development cannot be over emphasized.

What will be different within the community of focus as a result of implementing your idea? (1,000 characters)

The conflict between the target communities has protracted for years, lacking a lasting solution as serious crisis continues to reinforce during farming seasons. The situation has always been that of "an eye for an eye." Our idea will help them to find and come to a common ground where their differences will be deliberated on and sorted out. The feat of having the leadership of the warring communities in a round table discussion (a feat that has never been achieved before) will be a good indicator for the success of the project.

What is the inspiration behind your idea? (1,000 characters)

The success stories of the Delta State Conflict Management Alliance (DSCMA) whose philosophies can be replicated in Cross Rivers State is our inspiration. The DSCMA is a multi stakeholder platform conveyed by Global Peace Development. The platform is comprised of Stakeholders drawn from every strata of the State, with representatives including but not limited to Civil Servants, State Security Personnel, Clerics, Civil Societies and community leaders of interest. The platform has proven to be very instrumental in not only upholding the peace enjoyed by all in the state by mitigating conflicts but also in helping to steer the state towards meaningful developments by engaging the government of the day in policy advocacy, formulation and amendments.

Describe the dynamics of the community in which the idea is to be implemented. (1,000 characters)

Cross Rivers State has been burdened by a plethora of worrying issues ranging from cultism, armed robbery, kidnapping, ritual killings, political unrest and communal conflicts which has protracted. The state also suffers from having one of the highest numbers of displaced persons in Nigeria; “the former inhabitants of Bakassi Peninsular who are now rendered homeless and displaced when their ancestral homes were ceded to the Republic of Cameroon.” Significantly, communal conflicts have caused more bloodletting and displacement of persons than any other single social vice. Vanguard news of July 12, 2018 quoted that in a renewed communal clash between Ukelle community of Cross River State and their neighbor Igbe Agu of Ebonyi State, that no fewer than 40 deaths were recorded, 1,500 houses razed by fire and 11,000 persons sacked from their homes. Similarly, residents of Osopong 1 and 2 in Cross Rivers State and Izzi community in Ebonyi state also share the same ugly experiences.

How does your idea leverage and empower community strengths and assets to help create an environment for success? (1,000 characters)

Our idea is built around ensuring community peace, participation as well as the overall development of Cross Rivers State. The CRSCMA is a platform to help magnify the voices of the locals who were hitherto not heard, and their plights brought to the fore, measures to better their plights deliberated, suggestions reached and forwarded to appropriate channels or quarters and monitored and lobbied to ensure speedy and favorable responses.

What other partners or stakeholders will work alongside you in implementing the idea, if any? (1,000 characters)

At Global Peace Development, it is our culture to work with host communities in designing and implementing projects as the case may be. Host community participation is encouraged to ensure project ownership and sustainability. likewise, GPD is already partnering with community members and community-based organizations and looks forward to further partnering with Civil Society Organizations, Security Agencies, Ministries, Departments and Agencies, local community leaders and the government of Cross Rivers State in ensuring the success of this project.

Global Peace Development (GPD) is a registered Non-Governmental Organization (NGO) that focuses on promoting peace for development in Nigeria. Global Peace Development envisions a country where peace and development would be enjoyed by all and also seeks to build peace and foster democracy and good governance at the community, local, state and national levels to catalyze sustainable development. Our programme thematic focus include gender and peace building, democracy and governance, sustainable development, Environment and Community Health. Significantly, GPD convenes the Delta State Conflict Management Alliance (DSCMA) and the Women, Peace and Security Network which is a multi-stakeholder platform which coordinates stakeholders’ plans to contribute to conflict mitigation and peace building as well as gender empowerment and inclusion for for sustainable development in Delta State. Essentially, GPD has the experience as well as an office in Cross Rivers State to effectively deliver.

I hope Nigeria and the World is waiting for your project intending to resolve inter-communal conflicts and violence. We are also focusing on similar problems from the religious point of view.
