What problem does the idea help to solve and how does your solution work? (2,000 characters maximum)

Venezuelan migration in various countries of South America, although it is true, reflects the solidarity and openness of citizens in general, it is also true that the unusual population sizing that this has generated in each city where they have arrived and still arrive generates complicated situations in terms of employability, regarding the labor need that the original population, in the case of Peru and Ecuador, still experiences on the part of its young and adult population (men and women), this collides, interferes and difficulties an adequate process of interaction which is often reflected in citizen conflicts that are expressed in some cases in deaths and criminal crime. In addition, the precariousness in which the Venezuelan brothers live puts their survival at risk as citizens with rights. The lack of attention and support from the sub-national authorities and the meager budget of local governments makes the problem grow even more, even leading migrants themselves, regardless of age, sex and training, to carry out sales activities in street 24 hours a day to achieve economic resources for their livelihood or survival. From this perspective, the Decentralized Autonomous Government of Pichincha and the NGO IPIFAP ( have signed a cooperation agreement to create the "Tourist Circuit Manuela Sánez" ( it is strengthened-the-tourist-bi-national-circuit-manuela-saenz-la-liberator), with the purpose of integrating communities and democratic governance. To this has been added the SOS Women Foundation, a non-governmental entity of Ecuador. The central idea is to promote the improvement of community participatory processes with active participation of migrants, who based on their profile and training would assume social facilitation roles, in any case they would be trained for that role.

To the cities that will integrate the Manuela Sáenz Binational Tourist Circuit, Peru and Ecuador. To the Macro Circuits in each country and finally in the Tourist Micro Circuits.

Building Bridges: What bridge does your idea build between people on the move and neighbors towards a shared future of stability and promise? (500 characters)

Bridges of hope, based on the solidarity and participatory action of nationals and migrants as citizens of the global village (world). The strengthening of Democratic Governance is the integrative process that will articulate knowledge and enrich the experience, making valuable the contribution not only to local development, but to public policies in general, especially those that serve vulnerable populations.

What human need is your idea solving for? (1,000 characters)

The purpose of the approach is to create a mechanism for joint action to rescue the knowledge, training and experience of the migrant so that together the local development processes are strengthened and territorial governance is enhanced, from a problem-solving perspective, as is the case, of those experienced by the Venezuelan population both in Peru and in Ecuador, where agreements and active commitments have been directed to promote actions and articulations in favor of the industry without chimneys: inclusive tourism, all this, in the framework for compliance with the Sustainable Development Goals and the 2030 Agenda.

What will be different within the community of focus as a result of implementing your idea? (1,000 characters)

The level of social coexistence, the quality of decision-making by sub-national governments to prioritize public spending with participation and social co-management. This in the framework of the processes of State reform, public policies and international commitments from a sustainable perspective and preservation of the environment as well as the strengthening of the social capital of many peoples.

What is the inspiration behind your idea? (1,000 characters)

Generate synergistic processes sustained over time among citizens of various countries to improve "social change" as a vital need in each country, which contributes to national struggles against corruption, impunity and fizcalization of public spending, from the perspective of greater citizen participation with a focus on rights, inclusiveness, equity and territorial integrality, to move resources around the development of innovative ventures in the sectors addressed by the intervention.

Describe the dynamics of the community in which the idea is to be implemented. (1,000 characters)

Each city has a citizen participation mechanism, that is, within the framework of public policies that promote citizen participation in local and regional budgeting processes. It is intended to improve these levels of action, opening the issue to public debate and, exposing a new model of citizen participation that expands at the national level at all sub-national levels, for this it is necessary to carry out a process of political incidence at the legislative level . These scenarios are common in Ecuador and Peru, in addition to having already generated actions using the tourism promotion strategy in a scalable manner.

How does your idea leverage and empower community strengths and assets to help create an environment for success? (1,000 characters)

Human resources in both countries have an appropriate level of knowledge management on participatory processes, but two decades have passed since everything on participatory issues is static, which has led to the proliferation of problems related to poor transparency in the management of public funds, which is the same to say, lack of citizen participation in decision making. Governance will then be enriched as a process with the integration of migrants, especially from the sister nation of Venezuela, with emphasis on those with academic profile and training, in any case, community experience or similar, finally every person will be trained that is motivated by being part of the processes. All this will contribute to the success and impact of the experience.

What other partners or stakeholders will work alongside you in implementing the idea, if any? (1,000 characters)

The NGO IPIFAP (, the SOS Women Foundation (Ecuador) will participate, under the implementation of a cooperation agreement signed and active. The School of Inclusive Higher Education ( and the Inclusive Tourism Company (TURINSAC) will also participate, as well as the Peruvian Association of Legal and Forensic Psychology (http: //www.psicologiajuridicaperu. org). The relevant sub-national governments and those linked to the Binational Tourist Circuit will be involved. Finally, there are already local governments that have signed Memorandum of Understanding in this regard.
